Online, people behave differently
People don't read online like they would a book or a journal or even a leaflet.
They don't read every word.
They are glancing over the content.
Scanning.
User needs
People are looking at the Local Offer because they have a need. It might be quite abstract if it's the first time they have come to the Local Offer. They might be happy to browse and see what's there. In which case they are certainly not reading every word.
They might know what the Local Offer is, and that the answer to their question is somewhere inside. Then they will try and find that answer as quickly as possible.
They might be
- looking for a way to apply for a free childcare place
- worried that the SENCO is not giving them the right information about what help is available for their child
- looking for advice about post 16 college applications for wheelchairs users, and the associated transport issues
In which case they will be looking for
- a button which says "Apply for childcare"
- confirmation of what the SENCO said
- specific advice which helps them to apply to college and organise transport
They are looking for something concrete. The Local Offer content should be specific, informative and concise.

Be honest with yourself. Did you read the whole of this page, word for word? What caught your eye? Did the structure of the page, the way things are broken up, help or hinder?
