None of this argues for AI over search, or search over AI. It argues for asking the same question at every step: what does this add, what does it cost, and who is it actually for?
A parent asking about an EHCP needs care, sources, and the option of a person. A parent asking about a green bin needs none of that — just an answer. The same interface has to know the difference, every time, before it says a word.
Better. Not just faster.
